When is it less favorable to obtain quotes or sealed bids when you have no clear product or service specification?

When you have no price forecast or budget.
When you don't know of any capable suppliers.
When no purchase has been approved.
When there is no advantage in obtaining competitive bids.
Where any cost saving would be insignificant.
None are favorable.

Purchasing/Procurement Software

The American Purchasing Society recently surveyed its members and asked what software or computer program their company's purchasing department uses. Here are some of the results. 12.31% of respondents said their company purchasing department uses SAP. 10.77% of respondents said their company uses Oracle NetSuite, and another 10.77% said they use Microsoft Dynamics. 7.69% of respondents said that their purchasing department uses a custom created software specifically designed for their company. 4.62% of respondents indicated that they use Microsoft Excel. Around 50% of respondents said they used something else. Most of them the Society have not heard of or is not familiar with. The survey demonstrated how many different software solutions there are on the market.
